Objectives

- Develop innovative urban health programmes in cities of different sizes which can be adapted by the government and non-government agencies.
- Strengthen Urban Health programming approaches and capacities at different levels among the Government and Non- Government partners.
Increase availability of urban poor specific health information and programme experiences among various stakeholders through research, documentation and dissemination.
- Advocate enhanced attention on urban health, targeted policies and increased allocation of resources for slum dwellers.
- Demonstrate and advocate for empowerment of slum communities, especially women as a means to achieve and sustain improvements in health care.

Agra Urban Health Program
A strategy to improve access to health services in the slums of the city was evolved through a consultative process involving relevant government departments, municipal bodies and other private and civil society organizations. It emerged that partnership with experienced NGOs would be effective in rapidly expanding services to the large unreached sections of Agra city. UHRC is providing technical support to the Government of Uttar Pradesh and private NGOs in operationalizing this partnership initiative.

Multi-stakeholder Urban Health Program in Indore
In partnership with Department of Public Health, the Municipal Corporation of Indore, the District Administration, NGO partners and the local communities, the Indore Urban Health City demonstration Program was initiated in March 2003. The program operates with the objective of improving maternal and child health and nutrition among the slum dwellers in Indore. It focuses specifically on:

Increasing coverage of health services and adoption of healthy behaviors to improve diarrhea control and other child health issues for ensure better child survival rates.
- Improving capacities of Community Based Organisations (CBOs), NGOs, private and public sector health providers for health improvements.
- Empowering the community and develop leadership to facilitate collective action for taking charge of their community’s health

Meerut Urban Health Program
The program aims to improve the health status of mothers, neonates, and children who live in urban slum areas of Meerut city in Uttar Pradesh. The main objectives are: to decrease infant (<1 year) mortality rates by 25% in the project area, to increase the practice of specific behaviors among households during the antenatal, delivery, neonatal and post neonatal periods that have a proven association with better rates of child survival, to improve the quality of care among providers of antenatal, delivery, neonatal and infant care services, to identify and mobilize community networks to sustain and further promote improved behaviours and support and enhance improved MNIH service utilization, to engage all relevant providers (e.g., MOHFW, NGO, private) in a coordinated system of delivery of MNCRH services to the urban poor

Program Approach: The program will be implemented in two phases:
Phase I: This will consist of mapping, house listing and formative research involving a qualitative component and a quantitative baseline survey. The results of the formative research will guide the designing of the intervention through a design workshop.
Phase II: The Urban Health Program for Meerut will be implemented in this phase using two approaches:
· Approach–I : Private partner managed service provision, social mobilization, & linkage approach.
· Approach–II: Existing Government managed UHC & private partner facilitated social mobilization approach.

Technical Assistance
The Technical Assistance activities seek to build capacity of stakeholders to meet the demands of a rapidly growing urban poor population in India. It is aimed at effective program planning and implementation. Apart from enhancing policy focus and resources for urban health, it is also essential to translate enhanced attention and resources to effective programs which result in positive impact on the health of the urban poor.
